2. A person who, by reason of a medical condition, must receive treatment to be able to drive, but fails to comply with the instructions or refuses treatment despite the physician’s or specialized nurse practitioner’s recommendations, places himself or herself in a situation essentially inconsistent with driving a road vehicle.
